County of Yancey issued the following announcement on June 27.
Yancey County has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through the North Carolina Emergency Management (NCEM) as a sub- recipient.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Project Title: [PN 435638] Cane River and Ray-Cort Park Facilities; PA-04-NC-4617-PW-00119
Special Flood Hazard Area Zone:
This project is for the repair of Cane River Park and Ray Cort Park, which is located in a Floodway and AE zone. Confirmation of location in a Special Flood Hazard Area (SFHA) was determined by the Yancey County Effective Flood Insurance Rate Map, Panel Number: 3700989000J dated 6/2/2009, and 3710082000J dated 6/2/2009. The proposed work conforms to all applicable State of North Carolina and local floodplain regulations. The proposed work has the potential to be impacted by flooding in the future but promotes open space use and recreation resources for the community. The proposed work will not take place in wetland per the United States Fish and Wildlife Service National Wetlands Inventory and will have no potential to impact or affect wetland values.
Proposed Work and Purpose:
Yancey County will make repairs to Cane River Park, which will consist of replacing gravel along the main road and service road, Bermuda grass, Fescue grass and/or sand at the Baseball and Soccer fields, mesh fencing, screening dust along the walking trail, woodchips and a dog waste station. Cleaning dirt and sediment along the walking trails ditch will also occur. The baseball fields fencing will be relocated closer toward the home plate area to help minimize future debris damage and the gazebo/shelter will be rebuilt to its current dimensions in a new location within the park in order to remove it from the floodway. Repairs to Ray Cort Park will also occur and consist of replacing natural soil and rip rap at the Mitchell Branch footbridge. The purpose of this project is to repair the parks and associated facilities, which will provide open space, and recreational resources for the community.
Project Alternatives:
Alternative #1 (No action alternative): The 'no action' alternative would ultimately result in a negative impact on the community. If the Parks are not repaired, community access to open space and recreational resources would be lost. As a result, economic and social impacts may occur.
Alternative #2: (Relocation): Relocation is not practicable as this action would result in adverse economic and social impacts to the community. Additionally, the repairs will support the natural and beneficial values of the floodplain through open space use.

Comments are solicited from the public; local, state or federal agencies, and other interested parties in order to consider and evaluate the impacts of the proposed project.
